Tokyo Metropolitan Hotel Tax Regulations
Based on the "per person per night accommodation rate," divided into 3 price tiers.
01|Tax-free|From ¥10,000 per person per night
Accommodation fees (excluding breakfast and taxes) do not exceed ¥10,000 per person per night, with **complete exemption from lodging tax**. Most 3-star and below hotels, youth hostels, and capsule hotels fall into this category.
When a 4-person apt-2ldk room type is split among guests, the per-person cost typically falls within this price range.
02|¥100/person/night|¥10,000-15,000
Main price range for mid-range hotels. ¥100 per person per night; ¥400 total for 4 guests for 1 night.
If a hotel advertises breakfast included, the breakfast charge is typically deducted from the taxable base before calculating taxes.
03|¥200/person/night|¥15,000+
Luxury hotels or hot spring resorts. ¥200 per person per night; for 2 guests staying 3 nights, an additional ¥1,200 total is added.
This fee is typically not displayed during booking, so please remember to add it to your budget.

Kyoto ¥200-1,000 per person per night (depending on room rate), Osaka ¥100-300 per person per night. Stricter than Tokyo.
